What simple hydroponic setup will allow for the most plants in a small space?

The plants like to be about a foot apart or a little less, and grow 3-4 feet high. I dont have tons of money and will build it myself. I would like to grow about 40 plants. these are going to poppies, like california poppies so as you know they need to be spaced out some. I only have a small space, about the size of a small kitchen to grow them in.. I will be using flourescent shop lights.. I have done this successfully with a deep water culture system using 14 gallon rubbermaid containers before, but only got about 6 plants per container, how can I maxmize my growth with limited space? Detailed answer will take the cake.

For hydroponic setupyou can go for something which will not cost you need to is limiting factor.
